An exciting project delivering 250 new homes at Fairfield Clough, Audenshaw, on behalf of Taylor Wimpey.
NJL were first instructed by Taylor Wimpey to act as lead planning consultants for a residential housing development at Fairfield Clough in Audenshaw, Greater Manchester in 2011. The site is brownfield and was previously a reservoir, but was in-filled following the construction of the M60 motorway. The site had an existing planning permission for employment uses which the Council were keen to see come forward.
The initial instruction was to consider whether the site, which at that time was owned by United Utilities, had any residential development potential. Based on NJL’s advice that a residential development did have potential, Taylor Wimpey ultimately agreed a deal to buy the site.
Making the Case
There were two key arguments in support of a residential development. Firstly, the Council were unable to demonstrate a five-year housing land supply, which NJL demonstrated through a detailed analysis of the Council’s own evidence base. Secondly, an extensive marketing exercise and a detailed employment land report showed that the site had no future as an employment generating site.
These arguments were developed well in advance of the application being submitted, allowing discussions to take place with officers at the Council at a variety of levels. Part of these discussions involved demonstrating how, far from detracting from the Council’s economic aspirations, the proposals would actually support them. Similar arguments were advanced to the local community via a comprehensive public consultation exercise, which included a ‘drop in’ exhibition.
Following that period of community consultation, a full application proposing 250 new homes was assembled by NJL and submitted to Tameside Council in May 2013. To support the submission, NJL prepared a Planning Statement, Sustainability Statement and Housing Land Supply Analysis Report.
The application was ultimately approved in August 2013 at a committee organised expressly to consider the application.
Ensuring the Best Results
Prior to the Council’s release of the decision notice, NJL worked closely with the case officer and consultees to ensure that all the planning conditions would be implementable for the client. This ensured that development of the site could commence without delay and served to simplify the discharge of conditions procedure.
