A full planning application for the major expansion of the Recticel Insulation warehouse, on behalf of Henry Boot Development Ltd.

Background

Henry Boot Developments Ltd approached NJL Consulting in 2013 to discuss a planning strategy for the major expansion of an industrial warehouse within their ownership in Stoke-on-Trent.  Recticel Insulation, the warehouse tenants, have been operating from the building since its construction in 2008, employing 60 members of staff and making a significant contribution to the local economy. 

Under the prevailing system, Recticel products were manufactured within the premises and then transported to an offsite storage and distribution centre, resulting in HGV vehicle movement between the two sites.  Recticel wished to streamline this process, both manufacturing and storing their products at the same site, and in doing so employing five new members of staff. 

Our Role

NJL assembled the full planning application for over 5000sqm of warehouse space and a 910sqm HGV loading area, along with internal alterations to the existing warehouse.  As part of the application, NJL prepared a Planning Statement and Sustainability Statement in-house, along with instructing and reviewing all other technical reports.  NJL also arranged and attended a pre-application meeting with the Council to run through the proposals and draw out the key planning matters.

Following submission of the application to Stoke-on-Trent City Council, NJL closely monitored the decision making process, working with the Council and project team to ensure that the application was dealt with efficiently.  Recticel needed to start on site within a very short timeframe and so NJL liaised directly with the relevant consultees to agree that a minimum number of pre-commencement conditions were imposed.

When the application had been approved, NJL were retained to discharge the pre-application conditions.
