Working on behalf of the RTB Partnership (a joint venture between Barnfield Investment Properties Ltd, Rossendale Borough Council and Together Housing Group), NJL Consulting acted as planning agent for the planning application to regenerate a prominent brownfield town centre site in Rawtenstall, Lancashire.  This site was formerly know as The Valley Centre and the new development is to be called Spinning Point. 

The development comprised the redevelopment of a neglected and derelict site for an eight-bay bus station and retail/café units (Use Classes A1-A5 or B1) and car parking and part demolition and conversion of the Town Hall to offices.  NJL prepared an accompanying Planning and Regeneration Statement and coordinated the host of technical documents that were required to support the application.

The site is locally prominent and historically sensitive because of its central location and that the Town Hall building is a non-designated heritage asset within Rawtenstall Conservation Area.  As a result of these influences, a specific planning strategy was applied.  This involved extensive pre-application consultation with stakeholders, the Council and statutory bodies including Historic England.  The relocation of the bus station meant that highways matters were also important considerations for this application. 

Upon submission, NJL Consulting monitored the application and held regular discussions with the borough and county councils to help streamline the process and alleviate concerns where any issues arose.  NJL Consulting ensured suggested planning conditions were suitable and minimised the number of pre-commencement conditions attached to the application, to assist with the tight construction programme.  

The planning application was approved at planning committee in February 2016 on the basis that the Council felt the public benefits outweighed any potential harm to heritage assets.

NJL is delighted to have secured this important planning permission of the first phase of the Spinning Point development as it will act as a catalyst for future regeneration on the wider site but also across the local area.
