A full planning application delivering a convenience foodstore and 8 apartments in Heaton Norris, Stockport, on behalf of Merepark Project Management Ltd.

NJL Consulting were approached by Merepark, who wanted to bring forward a site for development in Stockport, Cheshire that contained a former public house, The Four Heatons.  The building had fallen into a state of disrepair and the site was in vital need of redevelopment.

Our Involvement

NJL worked closely with the wider project team to assemble the full mixed-use planning application, preparing a Planning and Retail Statement, an Affordable Housing Statement and a Sustainability Statement in-house, instructing all other technical consultants and reviewing reports.  The Planning and Retail Statement included a full sequential sites assessment demonstrating that although the site is not within an allocated centre, there are no other suitable, available and viable sites at in-centre or edge-of-centre locations.  Despite the Council’s policy requiring Affordable Housing to be provided, the Affordable Housing Statement successfully demonstrated that none should be provided based on the dynamics of the local housing market.

Following submission, NJL liaised closely with Stockport Metropolitan Borough Council to overcome issues of highways and design, ensuring that the finalised plans constituted the best possible scheme within the setting.

The site is located on a prominent A-Road and is well-known within the local community as the derelict public house was once a thriving community asset.  In this regard, the proposed development created an emotive response from neighbours and local Councillors who were keen to see the site brought back into positive use. 

The Result

Balancing the requirements of the Council and community while ensuring that the scheme was commercially viable was challenging, and as such it was a great achievement when the planning application was approved unanimously by committee Members.
