Wind Farm Environmental Statement (ES) Review for Milton Keynes Council

Milton Keynes Council (MKC) Development Management commissioned NJL to assist in the review of an ES submitted as part of the planning application for Stoke Heights Wind Park, Milton Keynes.  NJL were tasked with providing technical and policy-based advice to inform the determination of the application by MKC.  However, NJL were not involved in the decision-making process for the determination of the application.

NJL initially visited the site and met with the MKC Officers to discuss the application and technical background to the EIA.  NJL explained the options for the determination of the application, based on the possible outcomes of the technical review.

NJL reviewed the ES for regulatory compliance and put together a team of technical specialists, experienced in assessing the environmental impacts of wind farms, to review the technical chapters and identify issues relating to assessment methodologies, findings and presentation.  NJL then also compared the findings of the Landscape and Visual ES Chapter with relevant local, regional and national planning policies relating to landscape protection and renewable energy provision.

NJL reported the findings to MKC, which included the issues identified in the technical review, followed by recommendations on what further information was deemed required for the robust determination of the application.

MKC followed the advice of NJL and requested further information under Reg 19 of the EIA Regulations 1999 (as amended).  NJL advised MKC during this process.
