Approval at MediaCityUK

NJL Consulting is delighted to announce that it has helped to secure planning permission for Phase 2 of MediaCityUK on behalf of Peel Media Limited (a joint venture between Peel Land and Property Group and Legal and General Capital).  Phase 2 represents a further £1 billion investment in this location, bringing forward up to 1,800 apartments and 50,000 sq.m of offices with supporting retail, leisure, car parking and public realm.

MediaCityUK is a leading creative and digital hub that accommodates nationally significant institutions such as the BBC, ITV and Salford University along with 250 businesses, including many SMEs.  It is a significant contributor to the regional economy and a nationally-leading exemplar of urban regeneration.

MediaCityUK was first delivered in line with an outline planning permission obtained in 2006.  It was triggered by the announcement that the BBC was relocating to Salford and an ambitious and successful development programme followed.  Phase 1 was officially opened by HM The Queen in March 2012 and there has been a continuous steady pace of development that has helped shape the sense of place that now exists.  Phase 2 will complete the vision for MediaCityUK, bringing forward a significant number of residential apartments to sit alongside the creative and digital hub.  It will create a complete community of businesses, residents, visitors and facilities, so that MediaCityUK will operate as a neighbourhood as well as a commercial and visitor destination.

The Phase 2 plans are the result of a detailed and highly successful design review process, through which the project team worked collaboratively with Salford City Council and Urban Vision to realise the potential of this ambitious project.  This process was facilitated by a Planning Performance Agreement, which supported the pre-application process and was critical to securing planning approval for this complex project within the statutory 16-week time period.

The design review process has delivered a development of unique individual buildings, set within a high quality landscape.  The architectural team was led by Chapman Taylor as masterplan architects, with different innovative and creative architectural teams appointed to each plot.  The plots architects are Chapman Taylor, Sheppard Robson, Jeffrey Bell Architects, Hodder and Partners and 5plus, with Gillespies as landscape architect.

NJL was an integral part of the project team, providing strategic and detailed planning advice throughout the design process.  NJL set up the Planning Performance Agreement with Salford City Council, co-ordinated the submission of the applications and the technical documentation that was submitted and prepared planning documents including a Planning and Delivery Statement, Technical Assessment Summary and an Executive Summary.

"This phase will focus on creating welcoming neighbourhoods where people can live and work, socialise and enjoy events. It's a very exciting development for Salford.

With the University of Salford, Salford City College and the UTC now all based in MediaCityUK and training young people for the media and creative industries, we're not only growing the buildings, we're growing the people to work in them and the global digital media and communications industry.

This is all part of a major building boom in Salford, which is bringing thousands of new homes and square metres of business accommodation to our city, creating further jobs and opportunities on our doorstep for the people of Salford."

Paul Dennett, Mayor of Salford

‘This application is another major step forward in the evolution of MediaCityUK. Our partnership with Legal and General Capital, alongside continued support from the public sector, provides a strong platform to deliver future development phases of the UK’s fastest growing hub for the creative and digital industries. MediaCityUK is a shining example of what can be achieved across the Northern Powerhouse, combining the talents of great people with ambition and vision.’

Steven Underwood, Chief Executive of The Peel Group

‘Urban regeneration of the scale being delivered at MediaCityUK has the ability to make a sizeable economic impact, both locally and nationally. Legal and General Capital saw this potential when we invested in the project last year and are excited to be working with The Peel Group together with key partners to put forward plans for the second phase. We hope to deliver much-needed homes, hubs for businesses and new retail, leisure and public spaces for residents, workers and visitors to enjoy.’

Paul Stanworth, Managing Director, Legal and General Capital
