Costa and Burger King consent in Barry

NJL Consulting is delighted to announce that on behalf of our client NewRiver Retail we secured full planning permission for two drive thru restaurants at Waterfront Retail Park in Barry, South Wales.  The consent will allow Costa and Burger King to occupy the new units.  The units will provide complementary uses to the existing retail units which are occupied by Halfords, Pets at Home, Argos, and Poundstretcher, alongside a KFC drive thru unit.

NJL acted as the sole planning agent for the application.  Our role included preparing a supporting Planning Statement including a sequential site assessment due to the site’s edge of centre designation.  NJL also coordinated the technical reports submitted with the application including a Noise Assessment and Transport Statement and worked with the Council through to determination by delegated authority. 

Key challenges presented during the course of the planning application included resolving comments raised by South Wales Police and Environmental Health relating to existing anti-social behaviour in the car park and also ensuring that the operations of the two units, particularly with regards to deliveries, would not cause an adverse impact on residential amenity. 

Waterfront Retail Park forms one of thirteen sites purchased by NewRiver Retail as part of the Project Ramsay portfolio.  Purchased from Morrisons in Summer 2015, the thirteen sites include existing retail parks and development opportunity sites across England, Scotland and Wales.  NJL Consulting provided the initial pre-acquisition planning advice on these sites.  Since purchasing the sites, as NewRiver Retail seeks to increase the value of the portfolio, NJL has prepared a number of planning applications on our client’s behalf.
