Spinning Point Phase 1: Bus Station Planning Permission

Rossendale Borough Council has granted planning permission for the regeneration of a dilapidated and neglected site within Rawtenstall town centre for the first phase of the Spinning Point development.  It is a mixed use development comprising a new eight-bay bus station and retail/café units, with car parking and landscaping.  It also includes the refurbishment of the former Town Hall for offices and the demolition of buildings within a conservation area.

NJL acted on behalf of the RTB Partnership as planning agent for the proposal, co-ordinating the preparation of technical documents to support the planning application and preparing a Planning and Regeneration Statement.  NJL submitted the application and drove it through the planning application process.  This included reviewing draft planning conditions prepared by the Council to ensure they minimised onus on the developer and to assist with quicker delivery of the development. The scheme will be delivered by Barnfield Construction.

The site is locally prominent and historically sensitive, therefore a specific planning strategy was applied.  This involved extensive pre-application consultation with stakeholders, the Council, the public and statutory bodies. 

The site is in a conservation area which includes a number of listed buildings and involves the demolition of part of the former town hall, a non-designated heritage asset within the conservation area.  A robust heritage strategy was enacted including pre-application consultation with Historic England, extensive public consultation and the submission of a detailed suite of heritage documents with the planning application.  The strategy meant that Historic England did not object to the development and the Council felt the public benefits outweighed any potential harm to heritage assets.  

NJL is delighted to have secured this important planning permission that is the first phase of the Spinning Point development which will act as a catalyst for further regeneration in Rawtenstall.
