Spinning Point wins RTPI Planning Award for Excellence!

NJL has extensive experience of delivering planning permissions to support regeneration across the country and now we are an award winner!

We are delighted to confirm Phase 1 of Spinning Point has won the Regeneration category of this year’s RTPI NW Planning Awards for Excellence.  The project, approved by Rossendale Borough Council in February 2016, includes demolition of various neglected buildings, partial demolition and refurbishment of the former Town Hall building, provision of a new bus station and ancillary retail and leisure uses in Rawtenstall Town Centre.  The application was submitted on behalf of the RTB Partnership (which consists of Barnfield Investment Properties Limited, Together Housing Group and Rossendale Borough Council).

The judges’ comments were:

[We] were extremely impressed with the partnership led by Rossendale Borough Council in achieving the regeneration of the Valley Centre and adjacent property in the heart of Rawtenstall Town Centre now known as Spinning Point.

Parts of the site in this key location had become an eyesore and impacted negatively on the town centre. The Council acquired The Valley Shopping Centre in 2011 and this was crucial in their strategy to secure renewal of the town centre including the replacement of the bus station.

This led to the establishment of the RTB Partnership, a Joint Venture comprising Rossendale Borough Council, Together Housing Group and Barnfield Investment Properties.

The Judges recognised the achievement of the Partnership in assembling the land and bringing about a viable development that will transform the town, its economy, connectivity and which will undoubtedly encourage further investment.

Working alongside a superlative project team including Day Architectural we are not only delighted to have won this award but pleased to confirm that work is now underway at the site.  The implementation of the consent marks a hugely significant step in the regeneration of the site, but also a catalyst for further regeneration in the town and the creation of a focal point for Rawtenstall.

Annabel Partridge, Associate Director at NJL Consulting said ‘We are delighted to have won this award for Phase 1 of Spinning Point.  This was a complex project, which is the result of years of hard work from Rossendale Council and its partners Barnfield Investment Properties and Together Housing Group to regenerate this prominent site in Rawtenstall.

This is NJL’s third award in 2017, which is a reflection of the major successes we have recently secured and the dedication of the NJL team to deliver results for our clients.  We will receive the award at this year's Annual RTPI NW Dinner in October.
