    Mezzanines and CIL - changes to Planning Practice Guidance

    The Government has revised National Planning Practice Guidance (PPG) to confirm that mezzanine floorspace, inserted into an existing building, is not liable for CIL unless the mezzanine forms part of a wider planning permission that seeks to provide other works as well.

    PPG previously included a 200sqm threshold, whereby only mezzanines over 200sqm (gross) were liable for CIL, unless the mezzanine was linked to wider works.

    Survival of the Fittest

    Last week it was reported that UK retail sales had taken an unexpected dip in September.  This was accompanied by claims that warmer than normal weather could be to blame, or people overspent in August so cut back for a month.  However, in addition to the speculation about it being a short term phenomenon, is the very real possibility that the reason is actually due to a dent in consumer confidence which has sprung from the uncertainties surrounding Brexit.

    On the day of the Brexit poll I attended a Seminar titled ‘Retail & Town Centres: Where next? put on by the RTPI which included a talk by Mohammed Chaudhri of Experian Decision Analytics.  His talk was about the prospects for the UK economy and the retail sector, it looked at how the economy had faired since the recession, explained why there had been a slowdown in 2016 and looked forward to a post Brexit time.  The crux of his analysis was that;

    Approval at MediaCityUK

    NJL Consulting is delighted to announce that it has helped to secure planning permission for Phase 2 of MediaCityUK on behalf of Peel Media Limited (a joint venture between Peel Land and Property Group and Legal and General Capital).  Phase 2 represents a further £1 billion investment in this location, bringing forward up to 1,800 apartments and 50,000 sq.m of offices with supporting retail, leisure, car parking and public realm.

    Submission for Canvey Island Development Site

    NJL has submitted a planning application for 7,920sqm of A1 retail floorspace and a 167sqm Costa Drive Through at a site on Canvey Island on behalf of NewRiver Retail.  The application was validated earlier this month (9th June).  The site lies on the edge of Canvey Island adjacent to Roscommon Way and to the south of an existing Morrisons Unit.  NewRiver purchased the site from Morrisons approximately 12 months ago as part of the ‘Ramsey Portfolio’ of 13 sites.

    The ‘out of centre’ site already had outline consent for 4,877sqm of A1 non-food retail floorspace, therefore, NJL undertook 10 months of discussions with the Local Authority and relevant professionals before the application for the larger scheme was submitted.  As well as the Costa Drive Through, the proposed development incorporates a 2,369sqm unit for occupation by B&M, a 1,394sqm unit to be occupied by Sports Direct, a 1,602sqm foodstore as well as two other 1,045sqm non-food units.

    Result at Enterprise 5, Bradford

    On behalf of our portfolio holder client NewRiver Retail (UK) Limited, NJL submitted a Prior Approval Notice to Bradford City Council (BCC) regarding a change of use of Use Class A1 retail space to Use Class A3 food and drink floorspace.  Further to regular discussions between NJL and the Council, BCC confirmed that prior approval is not required thus allowing a food or drink outlet to occupy the vacant unit.

    Enterprise 5, a designated retail centre, was bought by NRR last year.  Prior to NRR purchasing the thirteen sites which comprise the Project Ramsay portfolio, NJL Consulting prepared pre-acquisition planning audits for each site (including Enterprise 5).  The Project Ramsay portfolio is formed of retail parks or development sites which were previously owned by Morrisons.  As with other submitted and approved applications, such as last month’s approval at Whitwick Retail Park in Coalville, this Prior Approval Notice demonstrates NRR’s desire to improve the marketability and the overall value of their acquired sites, and how NJL Consulting is working with our client at pre-acquisition stage and beyond.

    Doubling the Size of MediaCityUK - Submission
