Pets at Home at New Hall Hey

As detailed in a Place North West article today, New Hall Hey Retail Park has welcomed its first tenant.

New Hall Hey Retail Park in Rawtenstall is now open for trading with Pets at Home opening this month and a Marks and Spencer Simply Food store coming soon.  NJL Consulting secured planning permission on behalf of West Register (Property Investments) Limited to widen the range of goods that can be sold from the c.6,000 sq.m New Hall Hey Retail Park in Rawtenstall, Lancashire so that one unit has an open retail consent and the rest of the Retail Park has open retail consent, except food.  New Hall Hey Retail Park has been vacant since it was constructed in 2010 and is a key regeneration priority for the local area.  The planning permission secured enabled occupiers to be secured for the Retail Park so that this prominent vacant site could, at long last, be brought into use.

    The Great Supermarket Squeeze

It has been hard to miss the recent headlines about the changing market dynamics for supermarkets, with falling sales and profits for the ‘Big Four’ supermarkets and significant growth for the German discount supermarkets and high end brands.

Commentators believe that this is the result of the squeeze in household incomes and changes to the way that we shop for food, so that people are now more budget conscious and the trend is for people to visit a number of shops for different products, rather than undertaking the traditional weekly shop.

A New Bus Station for Rawtenstall

NJL Consulting submitted a full planning application for a new bus station and offices (Use Class B1) on the site of the former Valley Centre in Rawtenstall, Lancashire.  The application was submitted on behalf of The RTB Partnership, a joint venture between Rossendale Borough Council, Together Housing Group and Barnfield Investment Properties Limited.

The development forms the first phase of the regeneration of the former Valley Centre site, which lies at the heart of Rawtenstall Town Centre and is the key regeneration priority for Rossendale Borough Council.  The development proposed will create a modern building with a bus station facility operating from the ground floor, including ancillary retail uses, and an office operating at first floor level.  The proposals meet Lancashire County Council’s operational requirements for the bus station and create a development that complements its Conservation Area location.

Approval at Planning Committee for New Hall Hey Retail Park

NJL Consulting has secured approval from Rossendale Borough Council’s Planning Committee on behalf of a major institution to widen the range of goods that can be sold from the c.6,000 sq.m New Hall Hey Retail Park in Rawtenstall, Lancashire so that one unit has an open retail consent and the rest of the Retail Park has open retail consent, except food.  New Hall Hey Retail Park has been vacant since it was constructed in 2010 and is a key regeneration priority for the local area.  The planning approval achieved will enable occupiers to be secured for the Retail Park so that this prominent vacant site can, at long last, be brought into use.

NJL prepared a Planning and Retail Statement to accompany the Section 73 Application, including a full sequential site assessment and retail impact assessment.  NJL also co-ordinated the Transport Assessment that supported application, submitted the application and negotiated it through to approval.  This site has a complex planning history that NJL analysed and submitted applications to formalise its planning position.  NJL is now working with Rossendale Borough Council to finalise the planning conditions and Section 106 Agreement for the application.
