    Bringing the ‘North Light’ to Brierfield

    NJL Consulting submitted a full planning and Listed Building Consent application behalf of Pearl Brierfield Mill Limited, a joint venture between Pendle Borough Council and Barnfield Investment Properties Limited, for a landmark development called ‘North Light’ in Brierfield in Lancashire.  The application site comprises the Brierfield Mills complex which are Grade II Listed Buildings in a Conservation Area that are on English Heritage’s Heritage at Risk Register.  They are in a prominent position, visible from the M65 motorway and have laid vacant since 2006. 

    The proposals will bring this important local heritage asset back into use for a hotel (Use Class C1) and leisure unit (Use Class D2).   The proposed hotel will be a high quality spa hotel that utilises the character of the Listed Buildings.  The leisure unit will comprise a multipurpose leisure facility that will include a climbing wall and other active leisure pursuits.

    South Rings Builds Momentum

    NJL Consulting secured planning permission for Momentum Business Centre@South Rings on behalf of Roundhouse Momentum Developments Ltd.  This development of 5,444 sq.m of employment space will create 43 business units within the South Rings area of Bamber Bridge, near Preston.  These units will be offered on flexible terms to promote small and expanding local businesses that can operate as Use Class B1, B2 or B8.  South Ribble recently topped an assessment of job creation in the North West by international auditors Grant Thornton, outperforming both Liverpool and Manchester.  The success of the South Rings area is a key reason for this position and this planning consent will allow this area to continue to support local business growth and job creation. 

    NJL prepared the Planning Statement and co-ordinated the planning application submission.  During the application process NJL worked closely with South Ribble Council to achieve appropriate planning conditions.

    Planning Obligations: Could your development be at risk of ‘double dipping’?

    Despite the introduction of the Community Infrastructure Levy (CIL) planning obligations are still commonplace in the planning process. 

    Planning obligations can take the form of a Section 106 Agreement or Unilateral Undertaking.  They can be sought alongside CIL, where it is adopted, or on their own where CIL is not yet introduced.

    Oak Furniture Land Expansion in Gateshead

    NJL Consulting is pleased to announce that it has obtained planning permission on behalf of JB Global for a mezzanine floor in the Oak Furniture Land store at Metro Retail Park, Gateshead, Tyne and Wear.  The mezzanine floor will increase the trading area of the store by 840 sq.m, which is an increase of 40%, to create a store with a sales area of over 2,000 sq.m.

    Success in South Ribble for Roundhouse Properties

    NJL Consulting is delighted to announce that it has secured permission on behalf of Roundhouse Properties to enable the Roundhouse Retail Park@South Rings to sell a wider range of goods. 

    A Section 73 application was submitted to vary conditions attached to the planning permission for the Retail Park, which restricted it to the sale of bulky goods, to allow it to sell all goods except food.  NJL led the planning application and overcame complex issues relating to the sequential site assessment and retail impact, to secure approval from Planning Committee.
