NJL Submits Application for New Homes in Heald Green
Working with Bloor Homes, NJL are pleased to have submitted the first phase of housing at Wilmslow Road, Heald Green which will help cross-fund the Transformation Project at Seashell Trust. This reserved matters application follows the landmark appeal decision allowed by the Secretary of State in April 2020 which now represents the most recent and definitive cross-funding case in the Green Belt in the country.
The scheme itself proposes 202 dwellings alongside a new design code for what will be a new, high quality neighbourhood in Heald Green. NJL provided strategic planning advice on the scheme design, given our background to both design and technical elements embedded within the hybrid planning permission and recognising the growing political emphasis on new development securing beautiful design, biodiversity net gains and addressing the climate challenge.
Indeed, following the recommendations of the Building Better Building Beautiful Commission in 2019, the more radical planning reforms within the ‘Planning for the Future’ White Paper and the anticipated publication of The Environmental Bill, we anticipate that the agenda on quality design and the environment will only continue to be scrutinised through the planning system.
The proposals demonstrate Bloor’s commitment to delivering a flagship quality scheme by including:
- 26% site coverage of green infrastructure;
- 118 new tree planting in addition to 80 fruit trees to create a new orchard in Heald Green;
- 100% electric vehicle charging;
- 15% betterment on Part L 2013 Building Regulations;
- Enhanced and additional pedestrian and cycle routes;
- Provision of high quality squares, shared spaces and street hierarchy; and
- Vibrant streetscenes comprising of 17 different house types,
With an urgency on the planning programme to submit, and deliver much-needed housing to the borough, NJL provided effective project management of both design and technical teams through a detailed pre-application process with the Council and Places Matter.
NJL set out the team strategy on enhancing upon the approved masterplan principles, prepared the Planning Statement and coordinated with all technical consultants to ensure that an application was prepared and submitted within 12 weeks from initial scheme concept.
Having submitted, we will be continuing to manage the application through the determination process.
