Planning Approval at Whitwick Retail Park, Coalville

On behalf of our client NewRiver Retail, NJL Consulting has been granted planning approval for a full planning application to enable the subdivision of one of the existing retail units, installation of mezzanines in 4 units and frontage works at Whitwick Retail Park in Coalville.  The retail park was one of thirteen sites NewRiver bought from Morrisons in Summer 2015.  These thirteens sites formed the Project Ramsay portfolio which NJL Consulting has been advising on.

In a bid to welcome new tenants to Whitwick Retail Park, NRR wanted to modify the retail park’s existing consent.  Due to the age of the retail park, they also wanted to refurbish the Park’s exterior with new facades and landscaping.

Pre-application advice was obtained from North West Leicestershire District Council to aid the efficiency of the application.  The advice included confirmation on required application documentation and scoping any sequential sites that needed to be assessed due to the retail park’s out of centre location.  Meetings between NJL, NRR and the Council were productive and enabled discussions which clearly showcased NRR’s ambition to regenerate the retail park and the Council’s desire to attract further investment to Coalville.

NJL Consulting acted as the sole planning agent for the application.   Our role included the preparation of the Planning and Retail Statement including full sequential site assessment of vacant units and potential development sites in and around Coalville.  The preparation of this work included visits to the site, Coalville town centre and the wider area.  Another key component of our role was to liaise with the client and co-consultants who prepared supporting documentation so that the application package would be expediently submitted.

This communication continued post-submission and included NJL monitoring the application until approval was granted.  NJL liasised with the Council and provided feedback to statutory consultee comments.  The consent, which includes minimal conditions, provides our client with approval to accommodate new floorspace, new tenants, and put their mark on the retail park by improving the aesthetics whilst also appreciating the Council’s desire for the retail park to reflect its locality including reference to the National Forest.
