    Spinning Point Phase 1: Bus Station Planning Permission

    Rossendale Borough Council has granted planning permission for the regeneration of a dilapidated and neglected site within Rawtenstall town centre for the first phase of the Spinning Point development.  It is a mixed use development comprising a new eight-bay bus station and retail/café units, with car parking and landscaping.  It also includes the refurbishment of the former Town Hall for offices and the demolition of buildings within a conservation area. 

    NJL acted on behalf of the RTB Partnership as planning agent for the proposal, co-ordinating the preparation of technical documents to support the planning application and preparing a Planning and Regeneration Statement.  NJL submitted the application and drove it through the planning application process.  This included reviewing draft planning conditions prepared by the Council to ensure they minimised onus on the developer and to assist with quicker delivery of the development. The scheme will be delivered by Barnfield Construction.

    Approval at Planning Committee for New Hall Hey Retail Park

    NJL Consulting has secured approval from Rossendale Borough Council’s Planning Committee on behalf of a major institution to widen the range of goods that can be sold from the c.6,000 sq.m New Hall Hey Retail Park in Rawtenstall, Lancashire so that one unit has an open retail consent and the rest of the Retail Park has open retail consent, except food.  New Hall Hey Retail Park has been vacant since it was constructed in 2010 and is a key regeneration priority for the local area.  The planning approval achieved will enable occupiers to be secured for the Retail Park so that this prominent vacant site can, at long last, be brought into use. 

    NJL prepared a Planning and Retail Statement to accompany the Section 73 Application, including a full sequential site assessment and retail impact assessment.  NJL also co-ordinated the Transport Assessment that supported application, submitted the application and negotiated it through to approval.  This site has a complex planning history that NJL analysed and submitted applications to formalise its planning position.  NJL is now working with Rossendale Borough Council to finalise the planning conditions and Section 106 Agreement for the application.
